The recipient of that particular levy is the Ministry of Roads. So, as far as it relates to policy, it would be difficult for the Ministry of Transport to give any reason or articulate any policy in that regard. However, I can confirm that the Ministry of Transport would, really, appreciate if some of the levies that are collected were ploughed back into the railway system."
