Actual construction works will commence in October 2009 and are scheduled to be completed by May 2011. I have taken up the issue of lengthy procedures with the Treasury, so that in future such delays are eliminated. (b) My Ministry is currently preparing technical proposals for a major capital development programme for Mzima Phase II Pipeline, which is estimated to cost close to Kshs40 billion,; thereafter we will liaise with the Ministry of Finance for the purpose of identifying a development partner to fund this project."
