    "content": "Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to support this Bill by Sen. Joyce Korir. May I begin by congratulating Sen. Joyce Korir for a well-articulated Bill whose time has come. This Bill is very important because our children have lost their reading culture to the extent that students go to university, but their language is completely discouraging. They do not seem to have the proper grammar that is required of them and the proper way of expressing things. A library will give them an opportunity to read books, which have been well articulated. That will help them improve. We need our children to go back to a reading culture. It is very sad that at the moment, most children are reading from phones.
