    "content": "On 14th November 2023, the then Cabinet Secretary for Interior and National Administration, vide Gazette Notice No.15496, announced revised charges and fees for various services, including the acquisition of identity cards. The notice introduced a Ksh300 application fee for first-time applicants and a Ksh1,000 fee for the replacement of identity cards. Unfortunately, these charges have created a barrier for many Kenyans, particularly those from marginalised and low-income communities. As a result, a significant number of first-time applicants are unable to obtain a national identity card, which helps to facilitate access to healthcare, education, financial services, employment and participation in democratic processes."
