    "content": "Hon. Members, this provision gives this House two options when considering a Memorandum by His Excellency the President. First, this House may, in terms of Section 46(5) (a) of the Constitution approve the recommendations of His Excellency the President either with or without amendments. No special voting thresholds are prescribed in this case. Thus, in accordance with Section 54(1) of the Constitution, a majority of the votes of the Members present and voting will suffice."
