"content": "Section 46(5)(b) of the Constitution lays down a fixed majority, and thus falls within the ambit of Standing Order No.60 (2) of the Standing Orders. The procedure for a Division is set out at Standing Orders Nos.61, 62 and 63. Standing Order No.68 further provides that in every instance where the Constitution lays down that a fixed majority is necessary to decide any question, the House shall not proceed to a Division on that question unless and until a number of hon. Members equivalent to such fixed majority is present at the time of directing the Division. Hon. Members, 65 per cent of 222 will add to 144.3 hon. Members, which is rounded upwards to 145 since the words used are ânot less than 65 per cent of all hon."
