    "content": " Hon. Temporary Chairman, I beg to move that the new clause 37A be read a Second Time. Hon. Temporary Chairman, this new clause 37A provides for funding for the institute without having to be appropriated through taxpayers’ money. This is a way of making sure that no Government resources will be used in the institute. The institute will be set up by fees they are going to charge for the examinations and the membership fees."
