    "content": "Section 5(1)(h), which confers powers on the Budget Office to perform other functions relating to the National Budget and the economy as may be assigned to it by the National Assembly may easily be misinterpreted to mean that Parliament can assign to the Budget Office functions already assigned by law to the Executive. To avoid doubt, therefore, the Memorandum requests that this House deletes the Subclause since the functions of the Budget Office, again, are already generally provided for elsewhere."
