    "content": "I do believe, Mr. Deputy Speaker, Sir, and once again, I am sorry for repeating the same line about the information system. The big problem in the delay comes from processing. Now, unless we can capture that data and be able to prepare the payments well in advance, it becomes difficult for the number of officers dealing with the huge number of cases while using a manual system. But I do believe that once the system is in place, it will rapidly reduce the waiting period that pensioners have had to wait to receive their dues. That, I believe, will be the case with the new system."
