"content": "Mr. Deputy Speaker, Sir, while I appreciate the concern of the hon. Member, I think a journey of a thousand miles starts with one step. It is 23 years now since the Ministry of Livestock has ever recruited staff. During the time that I have been in this Ministry, we have managed to negotiate with the Ministry of Finance to recruit more staff. We got Kshs150 million in this financial year to recruit about 800 staff, including extension professionals, veterinary surgeons, support staff and clerical officers. We hope that the same arrangement will be in place next year and the following year. We want our staff to be at 37 per cent, so that we serve all Kenyans."
