    "content": "already been cancelled. The farmers and other sugarcane stakeholders were calling for the removal of the Managing Director, as I have earlier said. People got charged and started shouting “Kidero must go,” as they started marching towards Mumias Sugar Factory. The charged crowd started throwing stones at police officers who had gone to stop them from marching to the factory. The police later used teargas canisters to disperse the crowd, which was being led by hon. Washiali. The crowd dispersed while the hon. Member disappeared. Mr. Deputy Speaker, Sir, on 1st April, 2009, police filed an indictment before court against hon. Washiali and a warrant of arrest was issued against him by Butere Court, vide Criminal Case No.292/2009. On 8th April, 2009, hon. Washiali, in the company of hon. Eugene Wamalwa and his lawyer, presented himself at Butere Police Station, and was taken to court. He was then arraigned in court where he pleaded not guilty to the charge of incitement and was later released on bond. Mr. Deputy Speaker, Sir, upon his release from the court, he went back to Butere Police Station to lodge his complaint. At the station, he reported that he was assaulted on 31st March, by a Mr. Owino, whom he identified as a police officer. His complaint was recorded in the Occurrence Book (OB) by the Officer Commanding Butere Station vide OB No.8 of 9th April, 2009, at 1305Hours. He was also issued with a P3 form for medical examination, which he has never returned to the station for follow up of his complaint. The police have since opened an inquiry file No.1/2009, and are still waiting for the hon. Member to avail himself for statement recording, identification of suspects and further investigations. Mr. Deputy Speaker, Sir, in conclusion, no officer has been arrested because hon. Washiali, or any witness, is yet to come forward to identify the suspect in order to allow an identification parade and necessary investigations to take place thereafter. In addition to the general security accorded to all Kenyans by the security agencies, I wish to assure all Members of Parliament of their safety while in their constituencies and within the Republic of Kenya, as each Member of Parliament is accorded armed police escort. Mr. Deputy Speaker, Sir, as for the reforms, the Government has appointed a task force on police reforms vide Gazette Notice No.4790 of 8th May, 2009. The task force, whose membership is drawn from a cross section of the society, will, within three months of its inception, come up with appropriate recommendations on the police reforms in order to ensure that we have a highly disciplined, efficient and professional police service.
