    "content": "Listening to the Minister move this Bill, I can basically say that he has comprehensively covered all the aspects that are contained in the Bill, which is before this House for debate and approval. I believe that this House will find that this is the right time for us to be able to debate this Bill in the light of the fact that we promulgated a new Constitution last year; in line with Vision 2030, it is about the upgrading of the KIA as envisaged in this Bill to a proper school of Government."
