    "content": "Finally, Mr. Temporary Deputy Speaker, Sir, the KIA, a Government training institution has actually – I think my colleagues will agree with me – fulfilled its mandate so far. It is high time we upgraded this mandate to something proper in line with what is recognized – as the Minister said - internationally. This will enable us to have a school of Government, which will become the prime institution that will train public servants, including senior officers, on issues of governance of this country. As you may realize, if you look at devolution and the county governments, we will be the only country that will have its own unique devolved kind of Government as opposed to what other countries have implemented, for those countries that already have devolved institutions."
