    "content": "Hon. Members, the committal of Bills to the relevant Departmental Committees is now presumptive. Standing Order No.111 says:- “A Bill having been read a First Time shall stand committed to the relevant Departmental Committee without Question put”. So, indeed, this so stands. That will be the practice in future. Once the Bills are read, they stand committed to the relevant Departmental Committee. We do not have to get an undertaking from the Minister as the tradition used to be."
