    "content": "Mr. Deputy Speaker, Sir, Grain Bulk Handling also maintains a contract that they do not service. This is to do with fertilizer. Although they have had the contract and the monopoly for all these years, they do not service that contract. They use both their terminals for grain handling. The net effect of that is that, the alternative offloading of fertilizer costs the Kenyan farmer an extra US$6.5 per tonne. That has been happening for all this time. So, we would like a dedicated fertilizer bulk handling terminal. While the whole grain bulk handling saga is simply like drinking a bottle of water with a straw, it means that the ship comes with all the grain in one container and can only be siphoned by way of pulley or vacuum or whatever it is, to take it to the specialized silos. To remove the fertilizer will require stainless steel or specialized plastic and other things. It is a much more expensive venture, so that we can have a dedicated fertilizer handling terminal."
