"content": "Mr. Deputy Speaker, Sir, all this quagmire about people issuing notes and what raised this alarm, was caused by the fact that the Ministry of Agriculture did not see it necessary to ban independent people from buying maize since 1993. I can see the Minister for Agriculture coming into the House. Indeed, the Gazette Notice allowed everybody to buy. This went on up 4th December, 2008. At that moment in time, the Minister put up a Gazette Notice. That Gazette Notice now made it impossible for everybody to buy maize, except the registered millers."
