"content": "Mr. Deputy Speaker, Sir, Kenyans and my supporters, particularly as the Member of Parliament for Naivasha, got very angry with me when I talked about that subject when there was another Motion here. That is normal. I think it is important that people get to know the truth; that legally, there was nothing! There was no circular! There was nothing that would have stopped anybody from buying maize from the National Cereals and Produce Board (NCPB) up to 4th of December! But, now, let us look at it again in greater detail. How did it happen? It happened because there is this intermarriage between the three functions of the NCPB. It controls and stores the Strategic Grain Reserve (SGR). It is the custodian and stockist of famine relief stocks and also handles the commercial stocks."
