"content": "Madam Temporary Deputy Speaker, the Government has been very concerned about the success of the agricultural sector in this country. I would like to confirm to this House, because I am in possession of that information, that His Excellency the President started the process of obtaining fertilizers awaiting the rains that are now being experienced in the country when the financial year started in July, 2008. I am privy to that information because for that short period, I enjoyed the privilege of leading the Treasury. This information came to my possession at that time. All of us should be concerned with providing enough food to our people. It was my duty at that time, as the Minister for Finance, to ensure that the Ministry of Agriculture had the necessary resources to import fertilizer. Therefore, the Minister for Agriculture and myself put an allocation of Kshs30 billion towards that end. We looked for this money far and wide; from within and from without and got it. Obviously, having the money is not the same as having what you want to buy because the product should be available. However, that was the work of the Ministry of Agriculture. I believe that the Minister for Agriculture acquainted himself with the procedures of getting the fertilizer."
