"content": "At that time when the Kenya Co-operative Creameries (KCC) was KCC, although it has been succeeded by what is now the New KCC, we started the zero-grazing programme in that part of Central Province called Kangema, which is my constituency. We started this when milk was going for Kshs1.50 per litre. We continued and were able to withstand all the problems and deficiencies. We developed very good co-operative societies that supplied milk to KCC. We were also able to seek assistance from donors to establish Artificial Insemination (AI) programme, which was easy to operate because as the vehicle that collected milk from farmers went round, it also carried the inseminator with his pouch. As the milk was being collected at various centres, the inseminator also did his work. So, the co-operative was able to kill two birds with one stone. One vehicle did a lot of work and the cattle in the area were highly upgraded until the KCC collapsed in those days. It collapsed with our money and the AI. The Minister for Livestock and Development together with the Minister for Co-operative Development and Marketing should revive this system because the commercial insemination â the supply of seeds in that manner â is too expensive. It is becoming too expensive and holds back the growth of the dairy industry and production of exotic cows and bulls; both for milk and meat. We still need meat. If we can have enough of it, there are countries that look upon countries like Kenya to supply them with meat. The KCC is one of the candidates for privatization and hopefully, whoever gets the chance to own it will, first of all, give service to this country before he can give service to his pocket. Madam Temporary Deputy Speaker, I want to take this opportunity to congratulate the management of the New KCC who have not only revived the dairy industry but also turned it into a money minting organization. It is possible that many hon. Members do not yet know that during this famine that we have just experienced, all the dry milk that was needed for people who had not eaten for quite some time, for little children and others, was supplied by the New KCC. We did not import anything. This is a very commendable job. I think all of you should join me in congratulating the New KCC. I do not want to take too much time of the House but I want to say that we, who are charged with superintendence of public services, must be like Caesarâs wife. We must be beyond suspicion. In the way we carry out our duties, we should not allow ourselves to go through any opportunity that might touch on our integrity because our integrity is what we have as stock in trade. Thank you."
