    "content": "Mr. Speaker, Sir, arising from that response, then my concern, and I believe this will be the concern of the public, is on those two components: the issue of the height and the weak foundation. I am sure the Government must have paid for a feasibility study on this project. The issue of how deep to excavate must have been part of that cost. So, who is bearing the cost of that deeper excavation? Is it the Government component or are we now going to ask the African Development Bank for a bigger loan to do this project? In my estimation, the variation on this dam is about Kshs2.4 billion just for the height, and another Kshs432 million for deeper excavation. Who is bearing that cost?"
