"content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on National Security, Defence and Foreign Relations regarding foreign nationals working in Kenya’s informal business sector. There is an increase in the number of foreign nationals working in Kenya informally. These individuals are engaged in activities such as barbering, salon work, hawking and other small-scale enterprises, raising concern about their legal status and the impact on employment opportunities for the locals. In the Statement, the Committee should- (1) Explain the sudden proliferation of foreign nationals engaging in informal business activities in Kenya, and whether this aligns with existing labour and immigration policies. (2) Provide official data on the number of foreign nationals working in the informal sector, specifying whether they have valid work permits and if proper immigration procedures were followed before they started their businesses. (3) Establish whether all these individuals are legally residing in Kenya and outline the Government's measures to address cases of illegal stay and undocumented workers in the informal business sector. (4) Explain any steps the Government is taking to regulate and monitor this category of foreign workers to ensure they comply with the licensing, taxation, and labor The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard and AudioServices, Senate."
