    "content": "Thank you. I am a former Member of this Committee and I was part of the team that scrutinised the reports. In support of this Report, municipalities were formed to devolve service delivery further. The problem we have encountered is that there is no political goodwill especially from governors. Governors are afraid that managers can provide better management of cities and municipalities than they can do. If governors were to let the law to take its course and let municipality boards and managers do their work, it would help counties to collect more own-source revenue.
