    "content": "Mr. Deputy Speaker, Sir, while I note the effort the Assistant Minister has put in, in reply to this Question, I wish to note that the land owners in Kinale Settlement Scheme were given the land in 1988 and up to now, they have not been able to enjoy land rights for 21 years. This is a very serious matter and we have about 30,000 people on that scheme. Today, Kinale is a division and the land owners are not able to effect any land sales, acquire any credit facilities from a bank and cannot even be productive on those pieces of land."
