    "content": "Mr. Deputy Speaker, Sir, is the Assistant Minister aware that without the Green Card even if you have a title deed, you cannot borrow money on it and you cannot even get an official search. So, the title deed is as good as useless. You have continued to issue title deeds without the Green Card. You have issued some in my constituency including places like Wehoya Farm, Bikeke Farm and Masaba Farm and farmers think that the title deeds are fake. What are you doing to ensure that these title deeds mean anything to those farmers?"
