    "content": "Mr. Temporary Deputy Speaker, Sir, the best way to learn is through practical skills in particular jobs. Work experience is part of learning. One learns more after finding himself in a position to serve. Many a times, as a nation, we have admired what goes on in the private sector. At some point, the Government felt that by attracting what we referred to as the “dream team” from the private sector, we were going to change this nation. The truth of the matter is that we need to learn from the private sector. But the real performers in the private sector are normally supported by those private institutions to go for further studies, to learn more about the best practices all over. That is why they are able to perform better. The best way for us, therefore, is to learn and copy from them and try to ensure that our civil servants are able to undergo refresher courses as many times as possible. I hope that the Minister will ensure that the Kenya School of Government will have the capacity to train as many Kenyans as possible, so that we can improve our performance."
