    "content": "Mr. Temporary Deputy Speaker, Sir, I want again to indicate that the private sector injects a lot into research and innovation. They do not just wake up one morning and initiate a programme that, after one year, you discover that it was a failure. Normally, they are very careful in starting any programme. That institution should ensure that the research department is empowered to ensure that there is enough research on any new programme. That will ensure that we start programmes that are going to succeed. Lately, we have seen the innovations in the Information and Communications Technology (ICT). As I speak today, we still have many Government officers who are yet to learn even to use simple computers. That, definitely, will not take us forward as a nation. We need officers who are up to date in everything that they do."
