    "content": "Mr. Temporary Deputy Speaker, Sir, we, as a nation, are contributing to the water of Lake Victoria. Under the International Treaty we cannot tamper with the levels of Lake Victoria. We have respected that from the beginning. Why are we accepting our neighbour not to respect the international treaty that the rest of us have respected? These are the questions that this House is demanding from the Executive. When we demand the proper Government Minister to be in place, it is because we do not want to act in vain. We demand answers because we represent Kenyans."
