    "content": " Hon. Speaker, for the avoidance of doubt, politics is not a bad thing. I would like to inform the Hon. Member that making decisions based on political pressure is not a bad thing. It is the very reason why we are all occupying these offices, including as a Cabinet Secretary. Politics governs the country, and if people are going to make a decision, it is just because of that. The only problem is that the urge to say no is very difficult around the election period, even without a budget and is rather obvious. It is a matter of public notoriety. It is, therefore, important to have the regulations in place so that the promise is accompanied by clarity on the possibility of its implementation so that it can be accounted for. Similar to contracts for roads and other things, the law says you cannot contract if you do not have a budget for it. There is a criteria and a process of public participation. In some areas, it takes a short time, while in others, it is fast. It is important to have regulations to avoid favouritism and to standardise the process so that everybody is covered across the country."
