Speaker, you and I were around when chiefs and sub-chiefs in high insecurity areas used to be given paramilitary training and guns in the Administration Police Training College (APTC). If the chiefs who were abducted the other day in Mandera had guns, they would have defended themselves or had a chance of fighting back. Will the Government consider arming chiefs and sub-chiefs and giving them paramilitary training so that they can also become our people's first line of defence? There are two areas in Garissa County where Al-Shabaab has just taken root. In Fafi Constituency and on the periphery of my Constituency. I remember when the late Ogle led a paramilitary force called Anti-Shifta in those days. These people cannot be fought using vehicles and running around with them. Why can we not create that special force that tracks them on foot?"
