    "content": " Thank you, Hon. Temporary Speaker, for giving me this opportunity. I rise to support the Division of Revenue Bill and to congratulate the new Chairperson and Committee Members. We are discussing the Division of Revenue Bill on how we share revenue. The allocation to the county governments should be 15 per cent of the total revenue raised nationally, but what we have here is different. We can determine if that requirement has been met. The Explanatory Memorandum stipulates that the baseline is what we gave to the counties last year. We then adjust for growth. That is the formula we used, which is shown in Table 1 under Clause 6. The Schedule indicates the last audited accounts. If we do the arithmetic, we may think that we are okay and that we have done well because the percentage of total revenue that the counties will receive is higher than 15 per cent, but that is not the formula we used."
