    "content": "Mr. Speaker, Sir, the Government cannot buy all the 29 million bags. This House allocated Kshs1 billion to the Ministry of State for Special Programmes. The Ministry has the mandate of buying SGR stocks. Already, the Ministry has given Kshs500 million to NCPB to buy maize. Once they finish that Kshs500,000, they will be given the remaining Kshs500 million. That is what the House allocated to the Ministry of State for Special Programmes."
