    "content": "Mr. Temporary Chairperson, I beg to move- THAT the Bill be amended by inserting the following New Clause immediately after Clause 66— Begging and 66A. A person who causes, procures, encourages or solicits a child or an adult receiving alms. with disabilities to engage in begging or receiving alms commits an offence and shall be liable on conviction to a fine not exceeding two million shillings or imprisonment for a term not exceeding two years, or to both."
