    "content": "Mr. Temporary Chairman, Sir, I beg to move- THAT Clause 49 of the Bill be amended by deleting subclause (4) and substituting therefor the following new subclause— (4) Without prejudice to any proceedings instituted under the provisions of this section, a sponsor who makes a deduction from a member’s emoluments for remittance to the Scheme and fails to remit the contribution to the Scheme within fifteen days commits an offence and shall on conviction be liable to a fine not exceeding five million shillings or in the case of a natural person to imprisonment for a term not exceeding two years or to both."
