    "content": "Once that decision was reached, I reported it to the Cabinet in a subsequent meeting and it was agreed. A committee of technocrats chaired by the Permanent Secretary, Ministry of Agriculture; co-chaired by the Permanent Secretary, Ministry of State for Special Programmes; the Permanent Secretary, Treasury as a member and an officer from the National Cereals and Produce Board (NCPB) was constituted to go and handle the issue of procurement. That committee went ahead and contracted the NCPB to spearhead the process."
