    "content": " I think where there is a budgetary allocation, but payment has not happened--- Let me check the details. That could just be an exchequer release. It is cash flow. Therefore, it should not be a major issue. Let me undertake to address that with specificity because when there was a budget and work is in progress, there should be no reason. It could just be a cash flow issue with respect to exchequer releases, if it is coming from there. However, if it is from the Road Maintenance Levy Fund (RMLF), there should be no reason for not making payments.
