    "content": "The issue of teachers who have not been employed and they are reaching the age of retirement is of concern to the Government. We have indicated that to date, we have a shortfall of 98,000 teachers, and this is because of lack of budget. Should we be able to access a recruitment budget through this House, we will employ the required number of teachers through the TSC. The policy is that the TSC employs teachers who graduated earlier. The earlier ones are the ones who are supposed to be employed when the opportunities arise."
