"content": " Thank you very much, Hon. Temporary Speaker. I would like to re-phrase Hon. Sunkuli’s question. Is there a system within the Ministry which monitors how those resources are used? I do not think the Cabinet Secretary can go to all the schools in Kenya. Is there a department or unit which internally monitors how all the resources are used? On the issue of capitation, the other challenge which applies to all of us as Members of Parliament is that, while we allocated funds in the Budget, the reality is that the National Treasury is not releasing those funds to the schools. Is there a way to trace how resources flow from the National Treasury? Could priority be given to the Ministry of Education? The education sector should possibly be given the first priority after Parliament. After we release funds to Parliament, the next sector that should receive money should be education because that affects most of us. The third sector would be health. However, I see an inverse relationship in terms of releasing the resources."
