    "content": " Hon. James Nyikal, I do not think Parliament sits in vain. The Cabinet Secretaries are given this platform so that most of those policy positions on critical things like certificates can be spoken about in Parliament as the nation watches. As Members of Parliament, we need to direct the people we represent, whose certificates are held, to approach the institutions that are holding them. If there is a problem, we need to also understand that the Ministry is devolved. We have sub-county and county education officers. That complaint should be referred there for action. However, I do not think it is our right place, as Members of Parliament, to be the ones raising doubts on whether the policy directives given would be enforced. Our responsibility is to ensure that they are enforced, and support the Ministry in pursuing the proffered sanctions. Is that the Member for Turkana Central?
