    "content": "(Hon. (Dr) Rachael Nyamai): Order, Hon. Members. I fully understand where we are coming from. There is a lot of pressure for people to speak. When we talk about reducing the cost of transformers, you know what it means. Each one of us has a transformer that requires replacement. However, Hon. Members, I will refer to our rules. Standing Order 97 provides as follows – (1) The House may, on a Motion made by any Member in accordance with this Standing Order, impose a limit in respect of debate on any particular Motion or Bill by allotting a limited period of time for such debate or by limiting the time during which Members may speak in such debate or by imposing such limitations. (2) A Motion for limitation of debate under this Standing Order may be made without notice. (3) A Motion under paragraph (2) shall not be made in the course of the debate to which it refers, unless it is moved after the adjournment of such debate and before the debate is resumed."
