    "content": " Hon. Speaker, I would like to seek your indulgence, but before that, let me react to the issue of Homa Bay. You know it is unreligious to use condoms. I do not know if the Leader of the Majority Party is aware of that. Religion does not allow condoms. The Catholic Church and Islam advocate for abstinence. You are not supposed to use condoms. Anyway, that is on a light note. Condoms should be banned so that you do not do anything. I wanted to seek your indulgence on the issue concerning the bicameral operation of Parliament. As you are aware, on Tuesday this week, we debated on the Motion that contained the Bill that was returned by the Senate to the National Assembly, which contained amendments that had negated the purpose of the whole Bill. As you are aware, the Supreme Court has made a historic Ruling on this matter. This matter has been pending since the inauguration of the new Constitution because nobody knew the demarcations between the two Houses. Every House wanted to do the work of the other House, especially the Senate which wanted to do more work that belonged to the National Assembly.
