    "content": "Madam Temporary Deputy Speaker, if you look at the Appropriation Act, 2008, you will see that all the figures that are contained in the Act are directly pulled from the summaries of the printed estimates that I have referred to earlier. If you look at the Recurrent as well as the Development Votes, you will find that the figures actually add up. I will just quote from Section 2 of the Appropriations Act. It says: “The Treasury may issue out of the Consolidated fund and apply towards the supply granted for the services of the year ending on 30th June, 2009, the sum of Kshs492,888,495,680. That sum shall be deemed to have been appropriated as from the 1st of July, 2008, for the services and purposes provided in the schedule.”"
