    "content": "Madam Temporary Deputy Speaker, the third recommendation of this Joint Committee is on the passing of the Fiscal Management Bill. You are aware the Fiscal Management Bill requires the Minister for Finance to present to this House, well in advance, the budget policy statement and budget estimates, and particularly to the Budget Committee. The whole essence of this requirement is so that time is available for hon. Members to scrutinize what is contained in the Budget estimates. If only we did this before, we would not be where we are today. It is against that background that the Committee strongly recommends and implores the entire House to join in supporting the Fiscal Management Bill which is coming up tomorrow."
