    "content": "He holds a Master of Business Administration (Finance), a Postgraduate Diploma in Diplomacy and International Relations and a Bachelor of Commerce in Business Administration. The second nominee is Ms Hanna Wendot Cheptumo for appointment as Cabinet Secretary for Gender, Culture, the Arts and Heritage. She possesses relevant experience in public service, having previously served as a Cooperative Officer and a member of the Disciplinary Committee of the Institution of Certified Public Accountants of Kenya (ICPAK). In terms of academic qualifications, the nominee holds a Bachelor of Laws and a Diploma in Cooperative Management. The Committee also examined the nominees on specific issues that fall under the dockets for which they have been nominated. I can confirm that the two nominees meet the constitutional and statutory requirements for appointment as Cabinet Secretaries. Hon. Ruku has been with us in this House for the last two and a half years. It is true, as the Leader of the Majority Party said, he has been very active and participated in debates. As a first-time Member, he has done well. He also participated in media conferences where he articulated national issues. I believe he is up to the task and he will perform the assignment of Cabinet Secretary. He also has extensive experience from working in different organisations. He worked with Oxfam, a non-governmental organisation; the Water Fund; and other non-governmental organisations that gave him a lot of experience, in addition to serving as a Member for the two and a half years. Let me now come to Ms Hanna Wendot. If my opinion was sought, I would have suggested that the Cabinet Secretary for Gender should be a man, not a lady because gender cuts across."
