"content": " Hon. Temporary Speaker, indeed, I shall be brief. I support the appointment of Hon. Geoffrey Ruku, because I know him very well. We have served together in the Committee on Delegated Legislation. He is a very active Member of that Committee, and I have greatly benefited from his contributions. We had the opportunity to travel together to Rwanda after the vote that led to the Gen Z mess. From that experience, I know he was a staunch supporter of the Kenya Kwanza Government. At that time, you may recall, we had voted \"no\", and during our trip to Rwanda, many people were calling him and criticising him for voting in favour of the Finance Bill. He, however, remained firm. Of course, he did not enjoy the Rwandan trip as much as we did, and he did not contribute much during that time, but he is a strong supporter of this House. He has moved many Motions and is an ardent attendee of House sessions. I only hope that Hon. Ruku remembers that he carries the miraa tag with him. He is a strong supporter of the muguka and miraa trade. I hope he will leave that outside the door and serve the broader public, many of whom do not consume muguka . Nevertheless, he is going to be a good Cabinet Secretary. He is a strong person. I have listened to Hon. Makilap and others defending Ms Hanna Cheptumo. I watched her on television. The qualities mentioned by the Leader of the Majority Party were not easily visible from what she said. One could not judge her good qualities by listening to her on television. Perhaps those qualities were well concealed. I only gather from Hon. Makilap and the Leader of the Minority Party that we are being asked to approve this nomination on the grounds of sympathy, that she is a widow and has suffered greatly. However, we must acknowledge, Hon. Members, that in future we should not come to the House and approve Cabinet Secretaries based on sympathy."
