    "content": "Dr Karugu’s intellectual foundation speaks to such readiness. In her over 24 years of service across public and private spheres, including her role as Deputy Governor of Nyeri County, Dr Karugu led programmes on public finance, intergovernmental coordination and citizen empowerment. These are competencies directly transferable to her prospective role in regional coordination. As Wangari Maathai reminded us, “ You cannot protect the environment unless you empower people and you cannot empower people unless you include them.” Dr Karugu’s track record reflects such inclusive governance and this was actually presented to us as a Committee during the vetting. On strategic vision, the nominee presented a clear and actionable framework for deepening Kenya’s role within the East African Community. Her priorities include trade facilitation, infrastructure connectivity and harmonisation of policy and standards, all geared towards elevating Kenya’s regional leverage.
