On public participation, the Committee fulfilled the provisions of Article 118(1)(b) of the Constitution by inviting written memoranda from members of the public. No objections were recorded. Instead, her integrity and competence were endorsed by Gershom Otachi through a sworn affidavit. Taken together, the Committee found in Dr Caroline Karugu a candidate of distinction and depth, whose intellectual capacity, professional grounding, strategic vision and ethical fibre place her in a good stead to advance Kenya’s objectives in the East African Community. The Committee believes that her appointment will strengthen Kenya’s regional diplomacy, enhance institutional coordination and amplify Kenya’s voice in shaping the future of the EAC. In the enduring words of Patrice Lumumba, “The future of Africa lies in the hands of its own people.” The Committee is confident that Dr Karugu represents the calibre of leadership required to carry this future forward. In my many years of vetting individuals, I can confirm that Dr Caroline Karugu stood out as one person who performed to the best standard required by this Committee. In fact, if I compare, she stood out as the only person that this Committee vetted and answered all questions with distinction. She was prepared physically, psychologically and mentally. She answered all our questions in a very positive manner and will handle the rigours of this office. She will ensure that Kenya’s standing and position in the EAC are well maintained."
