    "content": "Appointment as Principal Secretary, laid on the Table of the House on Tuesday, 15th April 2025, and pursuant to the provisions of Article 155(3)(b) of the Constitution and Sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act, CAP 7F, this House approves the appointment of Prof. Abdulrazak Shaukat as Principal Secretary, State Department for Science, Research and Innovation. Hon. Temporary Speaker, pursuant to Article 155(3)(b) of the Constitution and Section 5 of the Public Appointments (Parliamentary Approval) Act and Standing Order 45(1), His Excellency the President communicated to this House the name. While referring the matter to the Committee, the Speaker directed the Committee to undertake the vetting process which we did through several sittings. Further directed by the Clerk of the National Assembly, we notified the nominee and the general public by placing an advertisement in two newspapers of nationwide circulation and on the parliamentary website, of the time and place of holding the approval hearing by Thursday, 27th March. In compliance with Article 118(b) of the Constitution and Section 6(4) of the Public Appointments (Parliamentary Approval) Act and CAP 7F, the Clerk of the Assembly also placed an advertisement in the print media informing the public of the nomination date, time, and place of the approval hearing. He further invited the public to submit memoranda by way of written statements on oath or affidavit, on the suitability or otherwise of the nominee in conformity with Section 6(9) of the Public Appointments (Parliamentary Approval) Act. Hon. Temporary Speaker, in line with that by Thursday, there were no memoranda against the nominee. The Clerk of the National Assembly also wrote to the Kenya Revenue Authority (KRA), Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), Higher Education Loans Board (HELB), Office of the Registrar of Political Parties (ORPP), the Commission for University Education (CUE) and relevant Government agencies, seeking evidence and background checks relating to the suitability of the nominee. All those Government agencies returned a clean record with no problem concerning the nominee. On the same note, the nominee was vetted as was scheduled on Friday, 4th April 2025 on key areas of qualification, experience, grasp of Government policy, framework, administrative capacity, integrity, ethics, among other parameters as provided by the Public Appointments (Parliamentary Approval) Act, CAP 7. On those particular areas, the candidate showed a lot of knowledge and expertise especially in the field of research and he was an excellent candidate. The Committee having undertaken the extensive and thorough vetting of the nominee recommended that the National Assembly approve the nomination of Professor Shaukat Ali Abdurazak for appointment as Principal Secretary, State Department for Science, Research, and Innovation. The nominee showed that he was a distinguished scholar and a qualified professional with a lot of expertise in research, science and technology. He holds a doctorate from Shimane University in Japan, a Doctor of Philosophy in Applied Sciences and a Master of Science in Applied Sciences both from the University of Aberdeen, United Kingdom. He also holds a Postgraduate Diploma in Animal Nutrition from the University of Aberdeen, United Kingdom, and a diploma from Egerton University in Kenya. His foundational academic journey began at Allidina Visram High School in Mombasa where he passed his exams. Prof. Shaukat indicated that he has a wealth of experience spanning over three decades in academia, public life and international leadership. He currently serves as a Director at the International Atomic Energy Agency (IAEA) whose headquarter is in Vienna, Austria. I will not read everything.
