As the Chairperson of the Committee has said, we cannot be a productive and innovative country without research. Prof. Shaukat proved to us that he is capable of leading this new State Department because of his vast experience. It has been separated from universities because they are struggling. So, this State Department will be a standalone. With the support of the House in terms of funding, we will move Kenya in the right direction of innovation and become a productive country. I will not say much because time is limited. I beg to second."
