I believe miraa drivers ply the routes within the provisions of the National Transport and Safety Authority (NTSA). So, it is not in order to segregate miraa drivers as if they do not follow rules stipulated in NTSA regulations. I think he is referring to muguka, not miraa. They are two different crops. He should differentiate between muguka and miraa drivers."
