    "content": "Secondly, we know that a majority of our patients get treated at Level 2 and Level 3 hospitals. We know the healthcare system at the county level is really collapsing. When you go to any facility, you do not find medicine. The health workers are on strike and patients do not access services at the end of the day. What are you doing to ensure that the Levels 2 and 3 hospitals where patients go for services are empowered with staff, infrastructure and medicine? Thank you, Hon. Speaker."
